In accordance with the Environmental Protection Law of the People's Republic of China, the Environmental Impact Assessment Law of the People's Republic of China, the Measures for Public Participation in Environmental Impact Assessment (Ministerial Order No. 4) and the relevant regulations on environmental impact assessment of construction projects, public participation information on environmental impact assessment of Shanneng Yongfeng Fine Chemical (Shandong) Co., Ltd.'s steel coke integration (Phase I) gas deep processing project was publicized, so that the public in the area likely to be affected by the project construction could understand the project construction situation, understand the attitude and suggestions of the public on the construction project through publicity, and accept the supervision of the public.
1、 Project Overview
Shanneng Yongfeng Fine Chemical (Shandong) Co., Ltd. is constructing two plant sites, one located in the High end Stainless Steel and Advanced Special Steel Park in Lingang District, Linyi City, and the other located in the Lingang Chemical Industry Park. This project belongs to an expansion project, mainly using coke oven gas from high-end stainless steel and advanced special steel park sites as raw materials. After initial purification, it is transported through pipelines to the factory area of Lingang Chemical Park for deep processing, producing LNG and liquid ammonia products. The project can use coke oven gas with a capacity of 84536Nm3/h, and the total construction scale is an annual production of 113000 tons of liquefied natural gas (LNG) and 200000 tons of liquid ammonia.

5、 Environmental Impact Assessment Work Procedure and Main Content
1. This environmental impact assessment will be conducted in accordance with relevant laws, regulations, and technical guidelines such as the Environmental Impact Assessment Law of the People's Republic of China, fully utilizing existing technical data and combining with the project construction and operation situation to evaluate the environmental status and predict and assess the environmental impact of the project construction area.
2. The environmental impact assessment of this project will be based on engineering analysis, with a focus on environmental air impact assessment, water environment impact assessment, economic and technical demonstration of pollution prevention and control measures, clean production analysis, and environmental risk assessment during the construction and operation periods. At the same time, public participation opinions will be analyzed, and practical measures and countermeasures will be proposed to ensure public interests, achieve harmony between project construction and environmental protection, and achieve the unity of the three benefits.
6、 Main issues of public participation opinions
1. Any unit or individual with environmental interests may submit feasibility opinions and requirements on project environmental protection to the construction unit and evaluation unit during the project environmental impact assessment work.
2. Any unit or individual with environmental interests may propose opinions and requirements on improving project environmental protection measures and preventing project pollution during the project environmental impact assessment.
3. After completing the initial draft of the project environmental impact assessment report, the construction unit will make another announcement.
4. Any unit or individual with environmental interests may, after completing the full text of the project environmental impact assessment report, consult the entire report (except for confidentiality) to understand the situation. The construction unit and evaluation unit will provide convenience or answers.
5. The construction and evaluation units will carefully listen to public opinions and conduct project environmental impact assessments in a scientific, fair, just, and legal manner.
7、 Ways and channels for submitting public opinion forms
The public can fill out the public opinion form within 10 working days from the date of this announcement. They can submit the public opinion form to the construction unit, evaluation unit, local government and its environmental protection department through fax, email and other means, or directly submit it to the construction unit.
